there is no skins/air.css in the newer version of webix, is there a way the new version of webix (6.2) can uses webix (4.4) air.css all the same, currently unusable because it seems to restrict most functionality.

The Air skin (as well as other old skins) and not supported in Webix versions higher than 5.4.
If you still need to use the skin, you can extend the active skin with JS settings for the Air skin and include the related .css file: https://snippet.webix.com/kt84sycm
But please note that the skin will reliably work only for Webix 5.4 or lower while the newest versions may lack some CSS rules.
