I might not have explored the Webix fully - is there a feature solving my problem already that is mentioned below?

How about the in-line (surround) error messages out of the scope of custom rules (server business logic errors).
Example: If there is a unique field on the form and the server responded with duplicate error, besides numerous other errors, it would be nice to have the controls have the errors shown around it in its error style (or on mouse over), to make it more of context based error message.

Furthermore, it is a must-to-have feature to have the error message shown on mouse-over, or around the control (or component), in any which case, that violates a rule.

No, form controls are not supplied with such functionality.
